The master plan for the Town’s new civic centre complex strategically combines public administrative offices with mixed-use development on a steeply sloped, 4.25 hectare site. The urban design concept creates a civic square and entry green as the public focal area, linking the components into an integrated complex of diverse, yet related uses. The master plan program components included municipal offices, council chambers, public assembly spaces, a library, a theatre, a hotel and supporting retail.
The concept combined an innovative mix of private and public development with municipal functions framing a formal entry green, water feature/skating rink and wintergarden.
